I can assure you that it has nothing to do with small market budgets or talent. We spent a considerable amount of money turning on HD on WMMM. As I'm sure you're aware, HD signals are anywhere from 1 to 10% of the analog power.

I've found that there's a "sweet spot" with HD signals. Anything over about 150w works well. We're at 92w on WMMM - still not at the allowed upper limit, but that limit was raised after we installed the gear and it won't make the necessary 540w that we'd be allowed (at the time we installed it, we were allowed 54w).

In NY, most of the FM's and HD's transmit from the same place in the city, allowing for some consistency and blanket coverage. Here in Madison, the sites are all spread out, so coverage will vary significantly.
