There is a big difference between Madison and New York, and it has nothing to do with budgets or Engineering capabilities.

In New York, most of the FM signals have about the same coverage and broadcast from one of two locations in the city. So most of the NYC FM stations have very similar coverage.

In Madison, you're dealing with a wide variety of signal coverage spread across tower sites across the county. For example, WIBA has a monster signal best heard in Madison, because it transmits from the west side of town. WJJO, on the other hand, is the same ERP but transmits from Deerfield, some 20 miles to the east of Madison. So if your on the west side of Madison, WIBA-HD will come in great, WJJO-HD not so much. Similarly, if you're on the west side, WWQM-HD and WMAD-HD will come in great, but say in Sun Prairie they might not come in so well.
