If I had to guess, I believe you are describing Tom Green. Green was a native of Milwaukee and lived on the north side for many years, having attended Washington High School.

Green began performing as Elvis in 1975, and did many radio appearances, Summerfest, neighborhood and church festivals, etc. He was a Milwaukee music mainstay until his death from cancer in 2007.
