'America's Most Wanted' viewer tips police, arrest made

Madison police are investigating a Madison man who might have been showcased on the television program "America's Most Wanted."
Police arrested Mark Ivan Palmer, 27, on Tuesday for two counts of obstructing an officer and one count of resisting an officer. Officers went to the residence in the 1100 block of MacArthur Road after receiving a tip from an anonymous caller who said Palmer had been featured on the television show which assists law enforcement in locating fugitives.
Officers arrived at the home, were invited in by a female occupant and questioned Palmer, who said he lost his identification card and gave an alias.
After a search was not successful in locating Palmer's ID card, officers attempted to place Palmer in custody. Palmer resisted, scuffled with and was Tasered by officers and escaped from the residence. Palmer jumped over a railing and led police on a foot chase through a snowy clearing, but he eventually was apprehended near a vehicle.
Palmer said he lied about his identity because of a secret relationship that he didn't want a girlfriend to know about. He also said that he was a Jamaican citizen with an expired visa.
He was booked into the Dane County Jail and is being held on the obstruction and resisting an officer charges, pending further identification and information in regard to any connection to "America's Most Wanted."
An Internet search at "America's Most Wanted" Web site did not bring up fugitive details for Mark Ivan Palmer.
