The test today was conducted in the same manner that Wisconsin's Monthly Test is conducted, starting at the State Relay stations and trickling down to all stations. The State Relay stations got their signal from a PEP station, and in this case was the NPR Squawk channel.
In Madison, the State Primary is WERN.
As it turns out, this was an epic fail around the country. All of the tried-and-true tested state top-down plans worked. The problem was from the never-fully-tested FEMA origination. In other words, the problem was from the very top.
