Stout is a veteran radio vagabond of local vintage, who used the on-air name of Dave Duncan. He grew up in Menomonee Falls and got his first broadcasting job in 1977 in Port Washington. He worked as an announcer at WBCS-FM and WZUU-FM, and in Tampa, Fla., Rockford, Ill., Madison and St. Louis. In 1986, he was the first midday announcer at Milwaukee's WKLH-FM, where he met his wife, who worked in sales.

David and Connie owned a chain of stations in Nebraska.

At a time when stations are owned by large corporate groups, Stout - who once hauled a remote unit in a coaster wagon to cover the Fish Days parade in Port Washington - said he is dedicated to the idea of "local radio," which he said means doing "live broadcasts, open-line programs, talking to listeners, doing events in the community, high school sports and local news.""
