That article is bogus. They point out a few stations that are local. The reality is that there is way more syndication than there is local AM radio. Tell the corporations that own these stations to get rid of their syndication and replace it with local, and they won't listen. Local is too expensive. When Rush Limbaugh goes away, AM radio will suffer.
