Earlier this year as far as I know. The new engineer must not be all that knowledgeable about processing, either that or they have some tech issues. Might be a combo of both. I don't know, as I literally do not know who the current engineer there is.

Saga does employ HD Transmitters in most of their markets. Most of them do not have sub channels, and if they do, they often feed a translator. In the case of Milwaukee, the only HD sub they have is WHQG HD-2, which simply simulcasts WJYI (1340) which has a translator of it's own on 98.7

WKLH never had an HD-2. WJYI on HD-2 began on 106.9 HD-2 after their contract with the Smooth Jazz Network expired. That signal was never very good. 106.9 is a weak signal. So they moved it to the slightly more powerful WJMR HD-2. Then to the much more powerful WHQG HD-2.

At that point they pulled HD from the Class As (98.3, 106.9). They really did not get out very far given the fact that they are Class A signals, one of them directional because it's short spaced.

It costs money to run these. You have fees that you have to pay to Ibiquity. Plus electricity, etc. If they're just going to broadcast the main channel in HD, there really is no good reason to have HD in my opinion. It's the Subs that make HD Radio. The extra options. That was the selling point.
