Up until a few months ago, I would have said RDS was irrelevant and no one would notice whether it was here or not, not to mention the technical problems that plague most stations regarding it. But a few months ago I caught myself religiously looking at the dial about 5 seconds before the current song ended, because I wanted to know what was coming up next and decide if I was gonna flip or stay. In this mp3 player/smartphone music player world, people want information and more of it. If VCY is going to appeal to a younger demo, they need to embrace newer technologies, including text to win, social media, shooting some videos even if just for YouTube...something that allows the audience to strengthen that connection with the station, because there are a lot of options for the content they're providing.
