Remember that Radio Now was hastily put on. It was a last minute decision to try and fuck up Saga's plans and take away their competitive edge. I don't think the station has to be a winner to be successful, so long as the ratings are good enough to get some agency buys, can be a good local sales compliment to the cluster, and can keep costs low then you're good.
iHeart's CHR success in Madison and Minneapolis has more to do with the fact those stations are heritage. All iHeart had to do was just stay the course and not royally fuck them up, but they have come close a time or two. Plus they don't have any major direct competitors in either market. Jamz has been nipping at their heels but has a huge signal disadvantage over Z.
