That's how it is in most markets of it's size. Z-104 however is in a really good state for a market the size of Madison. Smaller markets are usually ALL Premium Choice programming except for 1 shift.

In Madison, you have:
Premium Choice Overnights
Elvis Duran Mornings (Premium Choice/Syndicated)
Katie Kruz (Local Middays 9-Noon.)
Ryan Seacrest (Premium Choice/Syndicated Noon-4)
Aaron Rogers (Local Afternoons 4-8PM)
Big D (Voice tracked for Z-104 from out of market. 8-Midnight)

Compare that to Z-100 (WBIZ) in Eau Claire:
Premium Choice Overnights
Local Mornings (Dave DeVille)
Seacrest (Premium Choice/Syndicated) 10AM-2PM
Premium Choice generic (Jordan, Billy The Kidd, JoJo Wright the rest of the day.)
